    The Growth Policy for Troy, Montana is an initiative designed to guide the city’s development while preserving its unique character and natural beauty. Situated at the edge of the Cabinet Mountain Wilderness, Troy had been experiencing an influx of interest as a recreation hub, prompting the need for a thoughtful approach to balancing growth with the community’s values. This project positioned Troy as a leader in sustainable rural development, ensuring that opportunities for growth aligned with the city’s identity and the needs of its residents.

    Led by Burian & Associates, in partnership with BSPARK Architecture, the project employed a multi-faceted approach, combining community engagement, innovative design concepts, and detailed analysis. Through public workshops, stakeholder interviews, and outreach efforts like a booth at the Troy Farmer’s Market, the project team gathered invaluable insights into the community’s priorities. These efforts shaped strategies for managing tourism, revitalizing downtown areas, enhancing outdoor recreation, and addressing housing challenges, all while ensuring that infrastructure and services could support future growth.

    The resulting Growth Policy provided a comprehensive roadmap tailored to Troy’s specific challenges and opportunities. With actionable strategies, detailed visual renderings, and a framework for future development, the policy laid the groundwork for sustainable growth. By balancing economic opportunities with the preservation of its natural and cultural heritage, Troy positioned itself to embrace a future that strengthened its community and enhanced its quality of life.
